The United States, whose high schools are often a nightmare, for example, does better on this metric than Germany, for example, which sends some to vocational training rather than forcing them to sit on school benches between 10th and 12 grade.
Switzerland, which, as we know, is a particularly poor and backward country, does horribly on this metric for this very reason.
